Open your tube

and choose a dark color as foreground color from it.

Your background color should be white
 

Open a new canvas of 400 x 400 pixels.

Fill the canvas with white.
 

Add a new raster layer

Fill with your dark color

Effects -- Texture Effects -- Weave,

with these settings:

  

 Duplicate this layer

Image -- Flip

Image -- Mirror

Effects -- Texture Effects -- Weave,

with these settings:

   

Effects -- Distortion Effects -- Wind:

direction: from left

wind strength: 100

Repeat the wind effect.

Reduce the opacity of this layer to 80%

in your layers palette.

Effects -- Edge Effects -- Enhance.  
 

NOTE: no new raster layer
  Layers -- Load/Save Mask --

Find the joyce07 mask

and apply with these settings:

  

 Delete the mask layer in your layers palette

and reply "yes" to the question.

Layers -- Merge -- Merge Group.

  Layers -- New Raster Layer

Selections -- Load/Save Selections --

Load selection from Disk,

find the joyce35 selection and laod.

Fill the selection with your white color - once!

Selections -- Select None.

Layers -- Duplicate

Image -- Mirror.

Layers -- New Raster Layer
Effects -- Filter Effects --

DSB Flux -- Radial Transmission,

with these settings:

    
Effects -- Edge Effects -- Enhance

Image -- Mirror.  

Go to your Layers palette and

click on your layer 3 ( highlight in blue)
  

  Layers -- Duplicate

Image -- Mirror.

Effects -- Filter Effects -- Andrew's filter 8 --

Tow the line,

with these settings:

  

  Reduce the opacity of this layer to 50%

in your layers palette.
 

Activate the top layer in your layer palette.

Add a new raster layer

Activate the Rectangle Selection tool

in your Tools Palette.

Click on the Custom selection option ...

... and type in these values in the pop-up screen:

  
Fill the selection with white.

Selections -- Select None ( or CTRL+D)

  
Effects -- Texture Effects -- Mosaic Glass,

with these settings:
  
 

Image -- Rotate -- Free Rotate:

90 degrees to the left

Reduce the opacity of this layer to 70%

Activate your tube

and resize to 400 pixels high.

Copy and Paste as new layer onto the canvas.

Effects -- 3D Effects -- Drop Shadow,

with these settings:

V:1 H:1  Opacity: 55 Blur: 29.00 color: black

  Layers -- Merge -- Merge All

Selections -- Select All

Selections -- Modify -- Contract 2 pixels

Selections -- Invert

Fill this selection with your dark color.

Layers -- Merge -- Merge All

Now you can add your text.

I used the "Satisfaction"-font, size 36,

with the white color.

I also apllied a drop shadow with these settings:

1: 1: 46: 2: color black   
 

And then we're finished ;-)
