We are  going to do the image first.

Use mine, here, or choose one of your own.

 

So, now we have everything and can begin :-)

  1. Open your image, duplicate it ( Shift +D), and minimize the one copy.
     
  2. We will work on the first copy now.
    Go to your Tools Palette and choose the Selection tool, choose the Free Hand Selection tool with feathering set to 30.
     
  3. Draw a form around the woman as near as possible. You must have something like this:
     
     
  4. Go to Edit / Copy / Edit / Paste as New Image. You now have a transparent copy of the image, which you can minimize for now.
     
  5. We still continue on the first image. Deselect ( Ctrl +D)
     
  6. Go to Effect / Distortion Effects / Wind - with these settings:
     

    Wind Strength: 100 

    Wind Direction:  from left


    Repeat :
    but this time the wind direction should be
    from the right

     

  7. Activate the transparent image of the woman and paste it as a new layer onto the "wind" canvas.
     

  8. Layers / Merge / Merge All.
    You can close the transparent image now.
     

  9.  On your "wind" canvas: Choose two colors from your image as fore- and background colors.
     

  10. Go to Image / Add Borders - 5 pixels ( choose a color NOT in the image! ). Go to Selection Tools / Magic Wand / change the "Feather"-setting back to "0" and fill the border with one of your colors. Keep selected.
     

  11. Go to Effects / Filters / Flaming Pear's Super Blade Pro
    and find the Cut Out - preset



     

  12. Selections / Invert / Super Blade Pro - Cut Out. Deselect.
     

  13. Go to Image / Add Borders - 8 pixels. Select with your Magic Wand and fill with your second color. Apply the Cut Out effect again. Deselect.
     

  14. Go to Image / Add Borders - 10 pixels, select with your Magic Wand again and fill with your first color. Apply the Cut Out effect again.
     

  15. Go to Image / Add Borders - 8 pixels / select with your Magic Wand and fill with the second color and apply the Cut Out effect again. Deselect.
     

  16. Go to Image / Add Borders - 5 pixels, select with your Magic Wand, fill with your first color, and apply the Cut Out effect again. Reduce the size of your image to 300 pixels high (height)
     

Adjust / Sharpen / Unsharp Mask - Radius: 1; Strength: 64; Clipping: 4.

 

Now we can make the background

 

 

  1. Now open the copy of your image. Edit / Copy.  Open a new image 1024x350 pixels.
    Go to Selections / Select All - and Paste Into Selection. Deselect.
     

  2. Adjust / Blur / Gaussian Blur - Radius 20
     

  3. Go to Effects / Simple filters / Blintz
     

  4. Go to Effects / Filter Factory A / Mirror Mirror, with these settings:


     

  5. New Raster layer - Fill with one of your colors. Reduce the opacity of this layer to 80% on your Layers Palette.
     

  6. Layers / Merge / Merge All.
    Go to Effects / Edge Effects / Enhance
     

  7. Go to Adjust / Add/Remove Noise - 4 ; Uniform; Monocrome enabled;
     

  8. Activate you framed image. Edit / Copy.
    Activate your background image. Edit / Paste as New Layer.
    The image is now right in the center.
     

You are finished.
